The Taiwan–U.S. Strategic Security Exchange Delegation brings together prominent Taiwanese scholars, former senior military leaders, cybersecurity executives, economists, and civic leaders with expertise spanning Indo-Pacific security, democratic resilience, cybersecurity, cognitive warfare, civil defense, international economics, and countering authoritarian influence operations.

The July 21 forum will convene Members of Congress, former senior U.S. national security officials, policy experts, cybersecurity leaders, human rights advocates, and representatives from leading think tanks to discuss practical initiatives for strengthening U.S.–Taiwan cooperation.

Advancing Practical U.S.–Taiwan Partnerships

The forum will focus on translating dialogue into concrete initiatives that strengthen cooperation between the United States and Taiwan in several strategic areas, including:

  • Critical infrastructure cybersecurity
  • Cybersecurity workforce development
  • Democratic resilience and civic education
  • Countering authoritarian influence operations and cognitive warfare
  • Indo-Pacific security
  • Economic and technology security
  • Human rights and freedom

A centerpiece of the forum will be discussions surrounding two proposed policy declarations:

  • The Washington Declaration on U.S.–Taiwan Cybersecurity Cooperation, which calls for practical cooperation through cybersecurity workforce development, professional exchanges, institutional partnerships, and joint critical infrastructure cybersecurity exercises; and
  • The Washington Declaration on Democratic Resilience and Education on Communist Totalitarianism, which promotes expanded civic education, comparative scholarship on communist totalitarianism and its contemporary evolution, greater understanding of authoritarian influence operations, and enhanced educational cooperation between the United States and Taiwan.

Taiwan’s Experience Offers Valuable Lessons

Taiwan remains one of the world’s most targeted democracies for cyber intrusions, disinformation campaigns, political warfare, and foreign influence operations. Its decades of experience confronting persistent state-sponsored cyberattacks and sophisticated cognitive warfare have produced practical expertise that can benefit democratic partners worldwide.

Forum organizers believe the exchange represents an important opportunity for policymakers, educators, cybersecurity professionals, and civil society leaders to learn from Taiwan’s frontline experience while identifying new opportunities for bilateral cooperation.
