New York, USA. November 12, 2025 — The Consilium Institute proudly welcomes the Inter-Parliamentary Alliance on China’s (IPAC) historic approval of model legislation condemning and prohibiting forced organ harvesting and trafficking. This decisive step, reached at the European Parliament during the IPAC summit, establishes new international standards and clear policy recommendations to help protect medical integrity, defend human rights, and prevent global complicity in these grave abuses.
Credible evidence has confirmed state-sanctioned forced organ harvesting—especially from prisoners of conscience such as Falun Gong practitioners, Uyghurs, and other minority groups in China. The new legislative blueprint urges every nation to recognize its responsibility to shield its citizens, medical systems, and institutions from involvement—direct or indirect—in forced organ harvesting crimes.
Key elements of the model legislation include:
- Creating an offence to prohibit travelling abroad to receive an organ where there
is insufficient evidence to show that it was procured freely from a donor, with
informed and voluntary consent. - Clarifying that those causing, contributing, or linked to organ harvesting and
trafficking satisfy the threshold for targeted sanctions, where such legislation is in
place. - Requiring medical professionals and hospitals to report suspected cases of forced
organ harvesting and trafficking. - Seeking to establish national transplant registries to ensure transparency and
oversight that includes transplants obtained by citizens in other countries. - Prohibiting the use of public funds for joint research, training, or institutional
partnerships with foreign entities credibly linked to forced organ harvesting and
trafficking. - Prohibiting medical institutions from engaging in cooperation in transplantation
medicine without first having undertaken meaningful human rights duediligence.
“We call upon all responsible governments to urgently adopt and implement these policy measures,” said Consilium Institute Executive Director Dr. Sean Lin. “Protecting human dignity and stopping forced organ harvesting must be a global priority for the medical and legal communities.”
Consilium Institute emphasizes that maintaining the integrity of the medical profession and trust in public health systems worldwide depends on strong action to break the chain of complicity. Only by adopting robust laws and policies can countries ensure that their citizens and hospitals are not party to these crimes, and that the organ trade driven by abuse is stopped at its source. And legislation on this issue is critical in protecting the medical integrity in all countries, and to stop the infringement of credibility and reputation for any medical institutions who are collaborating with the organ transplant/harvesting system in China.
Three distinguished speakers addressed this urgent issue at IPAC summit 2025:
- Sir Geoffrey Nice KC, barrister and Chair of the China Tribunal on Forced Organ Harvesting.

- Wayne Jordash KC, President, Global Rights Compliance, international human rights lawyer

- Matthew P. Robertson, China Studies Research Fellow, Victims of Communism Memorial Foundation

Consilium Institute would like to congratulate IPAC for passing this pivotal legislation intention on this critical issue and also would like to present greatest appreciation to the End Transplant Abuse Coalition (ETAC) for their joint-efforts for addressing forced organ harvesting issues at the IPAC 2025 Summit at Brussels.
